The main principle of the lab is“open,communication, cooperate,competition”.Our lab has an independent operating system.The director takes the full responsibility to the running process, management and decision making.The office's function is to arrange the daily tasks,including purchasing the lab's public equipments; establishing and modifying the lab's elements; using the public financing;gathering the materials of the annual reports;organizing the academic annual meeting;dealing with the applications and releasing the guidance to the application;elevating the materials;building and fixing the websites;drafting and modifying the regulations and supervisor implications of the lab;more details are bellow：
    （1）The chairman takes full responsibility to the lab
    Base on the regulations of the lab's management, the chairman held the lab office meeting and the program team research works, then make some policies and lab teams to impel the members' pursue another place to work and to encourage the subjects mixing as well. Introduce the excellent research men into our lab to work for it,in order to refresh the structure of the lab. A meeting which will be held at a certain time is for making the academic plans and the financial management,then to report the results of the meeting to the academic committee.The chairman's duty is to try every effort to push the lab to the top of the research center and plant the students.The vice chairman responsible for the fundamental construction and managements,just to ensure the facilities are in fine condition,to organize the academic exchange and paper's publication,check the progress of each research and some annuals.
    （2）The academic committee do the lab's assessments
    The committee's members are picking from the scientists come from both domestic and abroad. the committee is the lab's academic directorial agency，response to the lab's academic emphasis, the decision making of the researching topics, the supervising on the financing usage, the modification on the opening business，the specified of the opening fund' application manual, the examination and approving of the opening fund, the organizing of the paper presentation and assessment which will be held at least once per year.
    （3）Employ the members of the lab publicly
    The lab is employing the distinguished experts from all over the world to work in publicly. To meet the need of the lab's research staff's vacancy,and depend on the current situation,we welcome people come to our lab as well as to offer some financial aids to them under the confirm made by the chairman；in addition, we want some skilled persons and assistant managers.
    （4）Operating the lab by means of technology
    According to the annual report on the managing information of the national laboratory, the lab established a web system for the information management. And public the research scholarships and the future plan of the laboratory. Since 1994, the lab has already established a series of management regulations, under such rules, the lab is running systematically.
